In a large bowl, combine the heavy cream and sweetened condensed milk and mix for approximately two minutes, or until the mixture thickens using a hand mixer. Next, add the cake mix and blend until well combined. Divide the milk mixture into four equal parts, then add one color of food dye to each portion, stirring until any remaining streaks disappear.
